Clinton in Northern Ireland

In the news this morning was the visit of US Secretary of State, Hillary Clinton, to Northern Ireland. The purpose of her visit is hold talks with Republicans and Unionists to broker a deal on the policing of the province.
The questions that is begging to be asked is, why? Why is a US Secretary of State doing the job that the Northern Ireland Secretary should be doing?
So where is Shaun Woodward? Why isn’t he, a UK Secretary of State brokering the talks about a UK province, in the UK? Isn’t that his job!
Have all of the government gone into hiding, or are they so incompetent that they are asking foreign dignitaries to do the work for them.
